Public Health Laboratories for Alert and Response

The purpose of this guidance document is to assist Member States in establishing a public health diagnostic laboratory network to support surveillance activities and enhance rapid detection and response to emerging infectious disease outbreaks. This document describes the public health laboratory system, its core functions, and factors to consider when establishing such a system.
