This handbook for surveillance officers and program managers is designed to assist them in the planning and implementation of key components of a surveillance system for HIV infection and AIDS in a region where low-level and concentrated HIV epidemics currently predominate. It focuses primarily on the components of surveillance systems that track HIV prevalence and related risk behavior among most-at-risk populations over time.
